Looking for ways to accelerate use of elearning.

Everyone seems to be convinced that elearning can help solve some of todays and tomorrows educational challanges. Technology is available, but the transition towards development and usage of rich elearning content does not seem to happen.
We, or at least I, wonder why this is not happening. Well there is happening a lot I see that. But the core buisiness process of education, teaching is still not using the potential of ICT very much. What I mean is complete learning methods that enable a student, preferably in a tailored way, to get to the next knowledge or skill level. Would it not be nice if kids could explore history like in this movie found on Youtube: Education Today and Tomorrow from shareski.

I want to find out how usage of e- or digital learning can be boosted.
